These may not be helpful compared to the other links you've posted, but I read these articles on IGN back in 2001 and thought they were well put-together, and they have usable WAV and mp3 clips

These Are the Breaks part 1

These Are the Breaks part 2

These Are the Breaks 3: The Obscure

These Are the Breaks 4: Uptempo

These Are the Breaks: The Hip-Hop Files

I think it's just down temporarily (bandwidth exceeded).  It'll probably be back up later.  I was just looking at it a few weeks ago and it was fine

It's an impressive site, hopefully it comes back up

What nobody mentioned this: http://www.junglebreaks.co.uk/

These Are The Breaks - on IGN (archive.org):

These Are The Breaks
These Are The Breaks 2
These Are the Breaks 3: The Obscure
These Are the Breaks 4: Uptempo
These Are the Breaks: The Hip-Hop Files

You probably won't be able to download much though. Archive.org stores files up to 1 MB. I've got them all if anybody needs them.

And of course: Phat Drum Loops
