That's some sort of derivative of Eric B & Rakim - Let The Rhythm Hit 'Em
So you're looking at some sort of hardcore tune its been sampled from. It's familiar but I can't quite place it... the name Danny Breaks is coming to mind somewhat, dunno why lol

I am not sure it's from the Eric B & Rakim as I think that's the assembly line break, isn't it?
I think this one is the following, it certainly sounds very simiar:

I think there are other hardcore tunes that have used the same break but will have to come back to you on that. Looks like Black Hearted Woman by Allman Brothers is the original break.
